Two weeks after the Irish voiced their discontent with the EU in a referendum on the Lisbon Treaty, MEP Alain Lamassoure presented French President Nicolas Sarkozy with a detailed report on Thursday (26 June), providing an in-depth study of the byzantine obstacles Europeans face when it comes to asserting their rights in another EU country.

Habermas on European Union

SPIEGEL online has a feature about the 'Disunity in the European Union', including lengthy analyses by Dirk Kubjuweit and Jürgen Habermas.

The piece by Habermas contains much the same diagnosis that I forwarded in a shorter version in the intro of the euroblog roundup. Not to claim originality, mind. Here are some of the more hard-hitting quotes:
Habermas (image file)Suddenly roused out of complacency, European governments don't want to appear helpless. They are looking for a "technical" solution -- which would result in a repeat of the Irish referendum.

"New directives, same old directions...

New directives, same old directions

By Ruben Andersson

It’s been a terrible month for migrants. In South Africa, they have been hounded, lynched and necklaced in pogroms that have left more than 50 people dead. In Italy, vigilante attacks on Roma have accompanied the new government’s xenophobic rhetoric and promise to deport even fellow Europeans. In France, Sarkozy has flagged a hardline EU-wide ‘pact on migration’ – including provisions on ‘European values’ – for when his country assumes the Union presidency. And to top it off, the European Parliament is set to vote tomorrow on the ‘return directive’, an initiative deplored by Amnesty that will allow member states to detain migrants for up to 18 months before deportation.

Securing a 'yes' in the referendum on the EU's Lisbon Treaty to be held in Ireland on 12 June 2008 is vital for the bloc's governments and political establishment, according to Hugo Brady of the Centre for European Reform. What's more, "there is a real risk that the traditionally pro-European Irish could vote 'no'," thus "blocking reforms", says the June paper.

"EU Recommendations

EU Recommendations for Turkey II

By Jenny White

In a 17-page document entitled “46th Meeting of the EC-Turkey Association Council: Position of the European Union,” the EU takes a critical position on the judiciary, Cyprus, the Kurdish question, freedom of expression, military-civilian relations, religious freedom (for religious minorities), Iraq and the reform process. Although pointing out the limited progress achieved in political reforms in 2007, the draft notes the government’s declared intention to carry on reforms. The draft says the EU “follows” the closure cases and hopes for the verdict to be in line with European Court of Human Rights principles and the guidelines established by the Venice Commission of the Council of Europe. Brussels draws attention to the closure cases in two different sections — freedom of association and assembly, and political criteria.

"Turkish soldiers cross into Iraq" What can EU do about it?

Gareth Jenkins points out a good point in TR-EU relations. TR does not respond vocally any more to Sarkozy-led EU hesitance. She cares little than anytime before. So I don't believe TR is concerned with "EU concerns" or Spiegel's claim that "it is bad timing". In the mean time, there seems to be a new sort of rapprochement between the US and TR. A quick note should be that US is now securing the northern Iraq at the expense of PKK. Maybe a de facto peace between the Northern Iraq regime and TR will be established with the conciliation of disappearing PKK if that can be done, of course... We will see... In the mean time, there is of course too much articulation goin' on on the relations between TR and EU. You will find a huge round-up as usual:)

the Summit disappointment in Turkey

Turkey on its Road to the EU

Should Turkey ever join the Union?

The accession to the EU is a high priority for Turkey and its society. It has also its long history.....

Well, I guess Hans' pessimism now leads him to some biased conclusions. Who is more hypocritical in the last months? EU or Turkey? I am certain that the former's undecisiveness leads the latter's disorientation. That should be noted before any more analyses can be produced....

Turkey and the EU

It became clear the last weeks that the Turkey will never be an EU member.
The hopes were high until last year, but its obvious that the Turkish government stalled the reform process which makes it necessary for each aspirant member to fulfill its obligations. No excuses anymore. So simple is that. In the meanwhile, the EU moves on.
While some Turkish columnists believe that Turkey is the only country which is left out by the EU, they forget that Israel and Morocco where immediately rejected by the same council. And it shows how badly the Turkish public is informed about the EU process. Not the EU but the current government are using the EU as a carrot.......

Swiss right-wing party wins

People who vote(d) for the Swiss People's Party (Schweizerische Volkspartei, SVP) probably consider it "civic" or simply conservative. But the international press (from the UK to South Africa to Israel to the U.S.) calls it what it is: "nationalist", "right-wing", "rightist", "far-right" or "anti-immigrant". In national elections yesterday, the SVP received almost 29 % of all votes, gaining seven more seats in the Swiss parliament (according to projections). It has therewith established itself once more as the country's largest political group. The result came after an aggressive election campaign that many observers consider blatantly racist. One of the SVP's infamous, posters showed a black sheep being kicked from a Swiss flag by three white sheep; another one black hands grabbing Swiss passports. According to African News Switzerland The party was once ordered by a judge to remove a campaign video from its website: Footage had shown staged scenes of youth violence and pictures of foreigners juxtaposed with picture-postcard scenes of Switzerland, along with the message: “Heaven and Hell”.

How the Turks made Europe Safe for Capitalism - Salon.com

The basic argument is not new in historical circles. The theory is that the incursions of the Ottoman Empire -- all the way to the gates of Vienna! -- forced European principalities to stop squabbling against each other and join forces against a common enemy. This is supposed to have had a huge impact on the ability of fledgling Protestantism to survive the bloody Counter-Reformation. Even mighty Catholic potentates like Charles V and the King of the Hapsburgs Ferdinand I were forced to grant concessions to German Protestants in order to gain their help in fighting off the Turk. Head of the philosophy department at Ankara’s Middle East Technical University (ODTÜ), Professor Ahmet İnam compares Turkish culture to a ship.

Professor Ahmet İnam
“We are all on the same ship. We need to allow this ship to travel to undiscovered continents and show us the way to find new opportunities,” İnam says, emphasizing that we can give back to these lands by better understanding and explaining it to others. The professor, who only sleeps three hours a night, wants to pass on to future generations his philosophy called “theory of heart,” which he says progresses and develops with life. While İnam enjoys reading literature in English, German, French, Latin and ancient Greek, he offers a class titled “Philosophy and Literature” at ODTÜ and has been writing for many literature and art magazines since 1967. The talented professor has been taking lute classes to learn how to use this traditional Turkish instrument. İnam asked his oud (a member of the lute family) teacher to compose music with the popular “saba” melody of Turkish folk music for the poems in the Turkish translation of Nietzche’s book, “La Gaya Scienza.”
