L?adhésion est mise de côté. L?hypothèse de l?adhésion de la Turquie à l?UE n?avait joué aucun rôle dans la campagne électorale qui a conduit au succès éclatant de Recep Tayyip Erdogan: les observateurs étrangers ainsi que les moyens d?information locaux l?ont constaté. Tout ce qu?avait fait M. Erdogan était d?annoncer l?intention d?attribuer le rang de ministre au responsable de ce dossier (il est actuellement secrétaire d?État) ; il n?a pas été plus loin que ce geste purement formel. Du côté européen, MM. Van Rompuy, Barroso et Buzek ont logiquement évoqué, dans leurs félicitations officielles, les négociations d?adhésion, mais en mettant l?accent sur les transformations internes que la Turquie doit accomplir pour relancer des pourparlers qui sont, en fait, totalement bloqués. C?était le minimum obligatoire: du côté turc, pour des raisons tactiques, en vue de réclamer des compensations si l?adhésion échoue; du côté européen, par devoir institutionnel.
