Stefan Füle, le commissaire à l?élargissement et à la politique de voisinage, se dit confiant que la politique d?élargissement connaîtra un nouvel élan dans les prochains mois. Il prévoit des progrès tangibles du processus d?intégration européenne des Balkans occidentaux et de l?Islande, et se prononce en faveur de la poursuite des négociations d?adhésion avec la Turquie. Selon M. Füle, la clé du succès à long terme de la politique d?élargissement est un bon équilibre entre la capacité interne de l?UE d?absorber de nouveaux pays, et le rythme de la continuation de l?intégration.
TURKEY?S COMPETING SECURITY CULTURES AND THEIR IMPACT ON FOREIGN POLICY

In this article, I explain changes in Turkey?s foreign policy using the concept of security culture as analytical framework. I argue that there is a clash of security cultures within Turkey, between what I call ?traditional? and ?emerging? security cultures. These competing security cultures have very different features and will be manifested in very different foreign policy practices.
